Once you're in the game itself and not creating a family, human Sims cannot exceed eight, and the total of cats and dogs cannot exceed six. In short: when creating a family, the total number of Sims and pets must not exceed eight. You could make four humans and four dogs, then immediately go buy a fifth dog once you're in the game itself. Basically, this means that if you want your total number of humans and animals to be greater than eight (say, four humans and five dogs), you'll have to settle on having a lower number at first. This might be confusing, so bear with us.
This is different from how the game works once you're actually playing. This means that if you're creating a family with six cats, you can only have up to two humans created at the same time. However, also note that in the Create Family screen, you can only make eight Sims total, regardless of the number of humans. If you do create a new family, remember that you have a limit of six animals.
